Answer: I have mine set up on my ar15 with a medium height mount but the Ruger 10/22 has a low front sightl.
I would try the lowest mount I could find but I doubt that you will be able to go co witness.

Answer: Yes
You will have to mount a pickatiny rail to the top receiver of the gun .
A short section of rail for that site will cost you about 5 to 8 dollars on Amazon, you drill and tap out the top of the receiver screw in the rail and then the side mounts by at some screw onto the rail
It’s a most excellent site for the dollar, I have a total of five of them and I am extremely pleased, the dot is perfectly round and there’s 10 levels of brightness and the battery life is something like 50 hours with a CR 2032
To check the precise Ness of the dyad like the daughter up or it’s bright put it against black material and then take a picture of the lanterns what your eye looks into with your phone and you can see the dog is perfectly round but everybody’s going to see it differently because of natural stigmatism‘s
